Nigeria’s Minister for Power, Works and Housing, Babatunde Fashola (SAN) and his counterpart in the Ministry of Health, Professor Isaac Adewole are the joint-top best Nigerian ministers in this week’s YNaija Effectiveness Ranking for ministers.

In the week under review, Fashola took the National Assembly to the cleaners as he accused them of tampering with the ministry’s budget.

In a statement, signed by his special adviser on media, Hakeem Bello, the former Lagos governor said Nigeria is in big trouble if lawmakers cannot differentiate cash and budget. “Budget is not cash, it is an approval of estimates of expenditure to be financed by cash from the ministry of finance,” he said.

The minister and the lawmakers have been at loggerheads over the ministry’s 2017 budget and the Supreme Court may have to step in to settle the squabble on whether lawmakers have the constitutional right to insert projects into the budget.

On his part, Adewole, who was previously second in the ranking joined Fashola on the top spot after the Federal Executive Council on Wednesday approved the inclusion of members of the National Youth Service Corps (NYSC) into the National Health Insurance Scheme (NHIS). Speaking after the meeting, Adewole said, “The other memorandum has to do with how we will prevent unnecessary death among youth corps members across the country. Council approved the memo that henceforth we will include NYSC members in the National Health Insurance Scheme across the country.

The decision to include corp members into the scheme is laudable as some corpers have died in questionable circumstances due to lack of adequate healthcare.

Nigeria was also declared free of the meningitis outbreak in the week under review.
